Salvadorianische Gesundheitsbeschäftigte im Streik gegen Privatisierung, Zerschlagung von Gewerkschaften und CAFTA (Zentralamerikanische Freihandelszone)

1999 war die regierende rechte Arena-Partei mit ihrem Versuch, das Gesundheitswesen El Salvadors zu privatisieren, am Widerstand der Gewerkschaft STISSS gescheitert, die gemeinsam mit der Ärztegewerkschaft einen viermonatigen Streik organisiert hatte.

Im Rahmen der Verhandlungen um eine zentralamerikanische Freihandelszone mit den USA versucht nun Arena, erneut das Privatisierungsprojekt voranzutreiben. Es wurden bereits Lizenzen für die Einrichtung privater Gesundheitsdienste vergeben und per Entlassung die Zahl der Beschäftigten reduziert. Dabei geht es der Regierung neben der Privatisierung auch darum, die als kampfstark bekannte Gewerkschaft STISSS zu zerschlagen.

STISSS fordert die Streichung bereits vergebener Lizenzen, die Wiedereinstellung der Entlassenen und für Gespräche über eine institutionelle Modernisierung des Gesundheitswesen die beteiligung sowohl der Patienten als auch der Gewerkschaften.

Für diese Ziele werden seit dem 5.September alle Gesundheitszentren des Landes bestreikt - wiederum gemeinsam mit der Ärztegewerkschaft SIMETRISS. Seitdem haben sich zahllose Bürgerinnen und Bürger El Slavadors zu Kundgebungen vor Gesundheitszentren und Hospitälern zusammengefunden, mit denen sie den Streik, den Widerstand gegen die Privatisierung unterstützen.

Da STISSS erneut gewalttäige Angriffe auf die Streikenden erwartet - wie 1999 - ruft die Gewerkschaftsführung zu internationaler Solidarität auf, die bereits vor drei Jahren eine wesentliche rolle beim siegreichen Abwehrkampf gegen Privatisierung spielte - u.A wurden damals 40.000 US Dollar gespendet, um die Streikenden finanziell zu unterstützen.

SALVADORAN HEALTH CARE WORKERS ON STRIKE TO STOP PRIVATIZATION, UNION BUSTING, AND CAFTA!

Heavy government repression expected, urgent need for international solidarity

On September 5, the STISSS health care workers' union declared a national strike calling for an end to privatization, union busting and the CAFTA free trade agreement between Central America and the US. Together with the SIMETRISSS doctors' union, they have paralyzed the ISSS social security health care system nationwide. The government has mobilized Riot Police and is threatening to use violence to take back hospital installations. STISSS and SIMETRISSS are united in their demands that the government stop the privatization and concessioning of health care services, rehire the fired workers, and include the voices of the unions and health care users in any "institutional modernization." Health care users from across the country are coming together in front of the major health care centers in support of the striking workers. Union leaders are expecting heavy repression from government forces, as well as massive layoffs and blacklisting of union activists.

The right wing ARENA party has been attempting to privatize health care in El Salvador for years, and STISSS has been on the front lines in the struggle to stop it. In 1999, STISSS and SIMETRISSS went on strike for four months, and successfully stopped the privatization of health care. Now, as negotiations for CAFTA are about to begin, ARENA is making ist final push to privatize services and destroy militant public sector unions like the STISSS to prepare El Salvador to enter this trade agreement with the US. Privatization of the ISSS, referred to by health care workers as the "Pay or Die" system, would raise the costs of health care and deny services to the poorest Salvadorans, with predictably fatal consequences.

Recognizing that union busting attacks on the STISSS and privatization are part of a global neoliberal strategy, the union has called for our international solidarity. During the 1999 health care strike, international solidarity played a crucial role by pressuring the Salvadoran government to negotiate, and by raising over $40,000 to support the striking workers and their families. Show your solidarity with the workers of STISSS and SIMETRISSS by joining the struggle to stop privatization, union busting, and CAFTA!

• No repression against striking workers!
• No privatization of health care, including the concessioning of services!
• Negotiate in good faith with the STISSS and SIMETRISSS unions!
• Stop the illegal firings of union workers, and rehire all fired union activists!
• Do not open official CAFTA negotiations!
