Appeal for support from SUTEBA - teachers union in Argentina

[Matanza is an area of Buenos Aires and SUTEBA is a teachers' union. In the letter there is reference to being paid in different ways, the Peso is the official currency but there are other methods. Enclosed is also the version in Spanish because it was difficult to get an exact translation.]

To the committee of Solidarity with Argentine workers

Dear friends.

We found out that there are activities of solidarity with the workers and people of Argentina. We are very grateful for that class solidarity. The solidarity and the unity of the workers of the world are central to oppose the attacks of imperialism.

In Argentina we have had an important revolutionary triumph that in 10 days removed two puppet governments of imperialism. But the fight continues, because the material reasons that motivated the insurrection still exists. Our country continues to be dominated by imperialism and the application of their plans. Today in Argentina the teachers, as well as workers (those with jobs and those without jobs) must continue with strikes, marches, occupation of roads, to obtain elementary things: food, payment of wages, payment of pensions and medical attention.

We enclose the last official statement from the leadership council of our Union in which we called for the fight to continue for our most elementary rights. All examples of international solidarity will be very important for our struggle.

The teachers continue their struggle

The teachers of the Province of Buenos Aires have not yet received their Christmas bonus corresponding to 2nd Semester 2001, nor do we know what currency we will receive it in (Patacones, Lecop, Pesos, Farm Tokens etc.) On the other hand the national government of Duhalde and the Sola State government have announced the continuity of the policy of "Zero Deficit", that means, a reduction of the budget for health and education of about 3 million US $ for 2002.

Meanwhile the State Council is still making its analysis and biding its time for a better moment (such as "social peace") for the "Project of Municipalisation" of schools and hospitals [passing responsibility and ownership from national and state level to local council level]. They also waiting to: suspend thousands of supply and contract workers, bring in compulsory retirement, and cease replacing empty posts (.)

In addition to this we must add the brutal attack on the purchasing power of our wages. That means a devaluation of 40 per cent and later will mean a rapid increase of prices in essential commodities (such as bread and milk) on top of the terrible cut of 13 per cent that took place [last year] in our pay.

Further more the State Council at the end of the year sanctioned the modification of the law that allowed the executive power to vary the ratio between the Peso and Patacones in order to pay wages in relation to the tax collected. That is they would pay wages in the way they want.

In this framework of a deep attack on our conquests on Monday 7th January we held a general assembly of our union. The resolutions were voted unanimously:

1. Wed 9th January demonstration in the Banco province of San Justo (Catamarca and Peron) at 10am to demand the payment of our salaries.
2. Thurs 10th Jan mobilisation at the National Congress and the State House of Buenos Aires together with the CICOP (Provincial doctors) and sections of the ATE in order to oppose health and education budget reductions.
3. Fri 18th Jan mobilisations to Plaza de Mayo together with the CTA youth and SIMECA in memory of the youth killed by the police on 19th and 20th December to demand the imprisonment of those responsible for the repression
4. 20th Jan festival organised with the secondary school students in memory of the youth killed by the police
5. 23rd Jan General Assembly in order to agree future strike actions.

We are calling a meeting for information and to organise the actions for next Thursday in the union building of SUTEBA.

A los Comité de Soldaridad con los trabajadores argentinos:

Estimados compañeros: estamos enterados que se están realizando actividades de solidaridad con los trabajadores y el pueblo argentinos. Agradecemos profundamente esa solidaridad de clase. La solidaridad y la unidad de los trabajadores del mundo es central para enfrentar los ataques del imperialismo.

En Argentina, hemos tenido un importante triunfo revolucionario al acabar en 10 días con dos gobiernos títeres del imperialismo. Pero la lucha sigue, porque las razones materiales que motivaron esa insurrección aún existen. Nuestro país continúa dominado por el imperialismo y sometido a la aplicación de sus plantes. Hoy, en la Argentina, los  maestros, así como el conjunto de los trabajadores(ocupados y desocupados) tenemos que continuar con las huelgas, marchas, cortes de calles, para conseguir lo elemental: comer, cobrar nuestros salarios,  cobrar la jubilación, recibir atención médica

Le adjuntamos el último comunicado del Consejo Directivo de nuestro Sindicato en donde llamamos a continuar la lucha por nuestros derechos más elementales. Toda muestra de solidaridad internacional será muy importante para nuestra lucha

Por el inmediato pago de los salarios

Los docentes seguimos en lucha

Los docentes de la Provincia de Buenos Aires aún no hemos cobrado el Aguinaldo correspondiente al 2do. Semestre del 2001; tampoco el sueldo del mes de diciembre, ni sabemos en qué moneda los cobraremos (Patacones, Lecop, Pesos, Billetes del Estanciero,etc..).

Por su parte el Gobierno Nacional de Duhalde y el Provincial de Solá ya han anunciado la continuidad de la política del "Déficit Cero" que en criollo significa una reducción de los ya magros Presupuestos de Salud y Educación en unos 3 mil millones de U$S para este año 2002.

Mientras tanto en la Legislatura de la Provincia aún se encuentran en análisis a la espera de mejores momentos ( léase "paz social") el Proyecto de Municipalización de las escuelas y hospitales, la cesantía de miles de trabajadores suplentes y contratados, la jubilación anticipada y compulsiva de otros tantos, el congelamiento de todos los cargos, la eliminación lisa y llana de la Asignación por Ruralidad, el mantenimiento del congelamiento de la Antigüedad hasta el 2003 inclusive y la ya anunciada eliminación del Estatuto Docente con el pase a disponibilidad de todos los docentes.

A esto debemos sumarle el brutal ataque al poder adquisitivo de nuestro salario que implican la devaluación del 40 % del peso y la posterior catarata de remarcaciones de precios en los artículos de primera necesidad (como el pan y la leche) y el terrible recorte del 13% que se efectúa sobre nuestros sueldos.

Además la Legislatura Provincial sancionó a fin de año la modificación de la ley que le permite al Poder Ejecutivo variar la relación en pesos y patacones ( 60 y 40 %) para pagar los salarios según la recaudación impositiva que se realice. O sea: pagarán como quieran.

En este marco de profundo ataque a nuestras conquistas el pasado Lunes 7 de Enero se realizó una Asamblea General en nuestro Sindicato. Las resoluciones y convocatorias votadas por unanimidad fueron:

• Miércoles 9 Concentración en el Banco Provincia de San Justo (Catamarca y Perón) a las 10 hs. para reclamar por el pago de nuestros salarios
• Jueves 10 Movilización al Congreso Nacional y a la Casa de la Provincia deBs.As. junto a la CICOP (Médicos Provinciales) y Seccionales de ATE para reclamar contra el Ajuste en Salud y Educación. Concentramos 9.30 hs. en el SUTEBA
• Viernes 18 Movilización a Plaza de Mayo junto a la Juventud de la CTA y el SIMECA (Motoqueros) en memoria de los jóvenes muertos por la policía en lasJornadas del 19 y 20 de Diciembre y exigiendo el encarcelamiento de losresponsables de la represión.
• Domingo 20 Festival a organizar junto a los Estudiantes Secundarios en memoria de los jóvenes asesinados por la represión policial.
• Miércoles 23 Asamblea General para definir las acciones gremiales a seguir. Sede Gremial 10 hs.

Asimismo convocamos a una Reunión informativa y de organización de las acciones para el próximo Jueves 17 a las 10 hs. en la Sede del SUTEBA
