Dear Chairman, colleages,

we receeved your rapport an the European Framework and we made an evaluation in the very short time we had avalable.

At first sight we find that very good work has been done.

However there are a number of cases where we cannot agree and there are some other points that need more clarification.

Also the fact that we have to deal with this very important Framework in this way, we feel is not the correct way to handle. We made that allready clear in a letter to you but untill now we did not even get an answer to our request for a meeting of the Steering Committee as foreseen.

A first issue is the fact that to many things are left to be negotiated an the national level.
Very important for us is item two of the Framework. When we leave this to the national level without parameters there will be Plants who will deliver a lot and others who will do nothing. Therefore we hope that you will be able to confirm that we honour our agreement to meet again as a Union-side to make an evaluation of what is an the table in all the Plants before anything will be signed.

Essential to this Framework for us is a date. Our Jemand as a Steering Committee was an agreement till 2005. This is very important for the Astra-plants. We need confirmation for Investments for the new models and utilisation of the Plants. We do need a long term-vision an Investments. So we need an agreement untill at least 2005.

Our last remark is about the chapter "flexibility". Can we get some more clarification an this issue ? We ask this because for the Belgium side we are at the maximum flexibility of what is possible by Belgian law.
